When we talked about Returness or IDPs in most places where there are wars or crisis, we see many homes headed by Women who had not planned to, but situations made them. These women need to be empowered, to ensure that their homes are properly headed and taking care off when their men are no longer there because the bigger burden falls on them. But in some situations Men also need the empowerment more than the women. Professor Kaletapwa said.
